It's a feature. Many people prefer to edit in normal (now draft) view
because it shows are more lines of text per screen load than regular page
layout (and maybe because there are fewer formatting distractions). But not
everything displays in draft view. So if you need to or prefer to work in
page layout view, the ability to turn off the display of headers and footers
is a convenience.
