You can set default tabs by defining them as part of the style that you
normally use--tabs are part of text formatting, not document formatting.

most of my documents are legal or letters. In most cases my tabs are the
same, I have a couple additional tabs for the legal documents depending on
the needs involved. I would be estatic if there were default tabs available
just as there is for page setup and for font. That way I would not have to
go through the process of making changes every time I start a new document .
