Default Align one paragraph text left and one right

Put the text in table cells? (The blank space between can be a column of empty cells.)

The only way I can manage this at the moment is to use columns, but they
insert a section break, which I do not want. If the first paragraph is
only on the one line it is fine, I can use a hanging indent to isolate
the second paragraph, but if the first paragraph goes over multiple
lines I don't know what to do. I have to enter a carriage return for
each line, type the next line of the first paragraph and then tab across
for the second paragraph which is scrappy - and I can't justify the left
hand side text that way.

Could someone please advise on how I can achieve this without using
columns please?
