The only way to edit a TOC so that it will stick is to do it in an unlinked
TOC. After editing is complete (so that pagination will not change),
Ctrl+Shift+F9 to unlink the TOC, and you can do anything you want to with
it. Alternatively, you could use TC fields to generate your TOC 1 entries.
The best solution, however, is to apply Section # numbering to the TOC 1
styles. See

I can link the TOC perfectly fine, however, I'm trying to add in a text in

2",.....because those text does not exist in the actual manual.
