Default how get Roman numerals at bottom center pg & other top Rt pg?

Insert a Next Page Section Break after the table of contents. Then in the
footer of the first page of the document, insert the following field
construction:

{ IF { PAGE } 2 { PAGE \* roman } }

Then go to the header of the second section of the document, uncheck the
Link to Previous and insert { PAGE } where you want to page number to
appear. If you want this page to be numbered 1, click on the Format Page
button on the Headers and Footers toolbar and set the page numbering to
Start at 1, rather than continue from previous section.

You must use Ctrl+F9 to insert each pair of field delimiters { } and you use
Alt+F9 to toggle off their display.
