Default Inserting Terms and Conditions on Template

In File Page Setup Layout, check the box for "Different odd and
even" pages. This creates separate headers and footers for odd pages
and even pages.

If the template is only one page, temporarily insert a page break
(Ctrl+Enter) to force a second page.

Put the cursor in the Even header (or footer) and click Insert Text
Box. Draw a text box in the middle of the page, big enough to hold the
T&C text. Paste that text into it. Because the cursor was in the even
header/footer at the time you inserted the text box, the box is
"anchored" in the header/footer even though it appears outside the
header/footer area, and it will repeat on every even page.

When you create an invoice, you'll have to insert two page breaks
after each odd page to create the "blank" even page that will hold the
T&C.
