Where did toolbars come into this? The first link covers essential temporary
file cleaning and should be part of any routine maintenance. The second
covers the problems caused by the environment in which Word is working - in
particular you should reset the user's Word data key in the registry and
rename that user's normal.dot.

solve. But because Safe mode works, I suppose something loaded during
application startup which messes my setup. Is there any other user

user two resize doesn't work. So this must be user env related
problem, while for user one this feature works exactly the way I
expect.
