I have a document that has 3 sections, each section has the same headings. I
would like to create a TOC that would look like this:

1.0 HEADING.........Section 1 page # Section 2 page # Section
3 page #
2.0 HEADING.........Section 1 page # Section 2 page # Section
3 page #
