As long as you have Outlook open, then, an instance of Word is also open,
and numbering will not restart until Word is completely shut down.

Yes, I think so.
Word did not use to do this. It would start at Document1 each time I
opened
the software. Now it's up to Document60 and counting up each time a
document
is created.
