Thank you very much for responding to my query. The option to hide the
tracked changes does not appear each time the document is opened. If you
wish to remove the info bubbles, you need to click on View, Markup each time
you access the document. This is not ideal.
I tried Tools, Options, Security and un-ticked the box to make markup
visible when opening or saving. I then saved the document and re-opened it,
but the changes were still being shown.
I completely understand the logic of the feature (for security) but all I
want from Track Changes is to keep an historical record of changes being made
to a document with the option to keep them in the background until such time
that I wish to see which changes have been made.
So my question is, can I set up a document to always open in the Markup View
(no changes shown, no bubble info displayed), where the tracked changes are
held in the background for historical purposes and can be viewed by choosing
a specific option (say, show tracked changes, for example) and then change
the document back to the Markup View Only status once the changes have been
seen.
I really hope this is an option and if anyone out there knows how do to
this, please let me know. Also, if Word does not have this facility, I would
also appreciate a response to say that I am wasting my time attempting to
figure it out.

No. You can remove the tracked changes (by accepting or rejecting them); you
can hide the tracked changes (without removing them); but you cannot
simultaneously hide them and view them.
You can turn off the security feature in Word 2003 that ensures that tracked
changes are shown whenever you open a document.
To do that, do Tools Options Security. Un-tick the box that says "Make
hidden markup visible when opening or saving".
However, it's not recommended. Microsoft introduced this feature as a
security measure to stop people accidentally sending documents containing
inappropriate information to others. As Amazon might say, other people who
bought this idea also remove the batteries from their smoke alarm and leave
their front door unlocked.
