I think you are reading instructions for features available in Outlook that
are not the same in Outlook Express. Since you don't metion versions I can't
be sure, but I believe Outlook Express offers an "all or nothing" choice for
Receipts. In the Main menu go to ToolsOptionsReceipts where you will find a
simple checkbox if you want to use it.
