Presumably each chapter is a separate Section, so that you can have a
different header/footer for each?

(If not, we'll wait while you go insert Section Break New Page before
each chapter.)

Now go to the footnote control panel (how you get there differs with
your version of Word) and set the Numbering drop-down to start over at
1 in each section.
