Default Form fields created in Word will not convert to a PDF; why?

There are a couple of issues here
1. If a form is intended to be filled in on a PC it doesn't need lines,
however you could insert the form fields in a table and put bottom borders
on the relevant cells.
2. Word has no ability to create fillable forms in PDF format. For that you
need Acrobat (and I believe the function was introduced with Acrobat v8) Ask
in an Acrobat forum.
