Curly quotes
And the font you're using has to have the curly-quote characters. Many
of the cheap fonts on those "1000 fonts for $9.95!" disks don't have
them.

"Straight quotes with smart quotes" is selected. Click OK.
Note that in order to get the correct smart quotes you must have the appropriate
language applied to text.
