Default suggestion: place page number formatting as a tab in page setup

A better suggestion would be to remove the Insert Page Number command and
have people always insert them through the header/footer. The formatting can
be altered there easily.

Since page numbers are formatted per section, it seems fair to place page
number formatting with other properties that apply to sections, the 'page
