Here, here. I never found a response to the real problem either, which is that the quotes come out in a distinct format, like „“ instead of “”. Yes, we all get what smart quotes are. But that's not the issue here. Rather, in my document, it was due to a language setting. Overall, the document was set for English or English (US), but then I stumbled on this...
... highlight a paragraph, then hit [Shift]-[F1].
... this opens a 'Reveal Formatting' pane at right.
... in my case, the pane showed Font - Language as 'German', which makes sense, since I'm in a document from a German colleague.
... Click on Language, and change to English.

I am sure that's not the only language that will give the same quotes issue. Also, this unsurprisingly affected my spell checker.
