OK, I found out -- use Find/Replace and change the formatting.

You have a table in the text part of the document and the footnotes appear
where footnotes usually do, i.e., down at the bottom of the page. Word
assumes you wanted the footnotes to go down where they are and that the text
is supposed to be clearly separated from them.

Here's a suggestion: If the document consists only of the table, or if the
table is the last item in your document, you might accomplish what you want
by changing the footnotes in your table to endnotes. Unlike footnotes,
endnotes show up at the very end of the document, which in this instance,
would be right after the end of your table. You may have to insert a few
blank lines if you want a little separation between the table and the notes.
See if that gets you want you want.
