I searched the forum for "crossword" and found this response:

Word is not the best application for doing this (there are dedicated
programs for creating crosswords), but it can be done, as I've done it.

1. Start by creating a table with the number of rows and columns you need.
For example, if the crossword is to be a 15 square, create a table with 15
rows and 15 columns.

2. Display the Tables and Borders toolbar to make the next steps easier.

3. The table will probably have borders by default, but if it doesn't,
select the entire table, click on the arrow beside the Borders button on the
Table and Borders toolbar, and choose All Borders from the palette.

4. With the table still selected, go to Table Properties and set the row
height and column width to an exact amount (the same amount). One quarter of
an inch works well.

5. Click the arrow beside the Shading Color button (paint bucket icon) on
the Tables and Borders toolbar and select black as the shading color. Then
click on each square that you need to fill and click on the Shading Color
button.

6. Type numbers into the cells as needed. Format them as Arial in a small
point size (6 or smaller) and make sure they're in the upper left corner.
