Hi Simeon,

The language dialog on the ribbon is
Review=Proofing=Set Language (the bottom right icon without a title)

You can use the Word 2003 keyboard shortcut to bring up the dialog:
Alt, T, L, L
or the Word 2007 shortcut
Alt, R, U
