way would just be to put the two documents together into a single document,
with a section break between them.

I'm assuming you're using Office 2003 or older. If you're in 2007, these
instructions might not work. I'm also assuming that you based your TOC on
heading styles (Heading 1, Heading 2, etc.).

At the end of the first document, select Insert - Break - Next Page. Then
open the header or footer (wherever your page numbers are) in Section 2 to
make sure it is NOT linked to the previous section. If it is, deselect that
option. Then go to the second document and copy the entire contents and paste
them into the first document after the section break. You might need to reset
your page numbers to Arabic numerals in the second section. Then go to your
TOC and hit F9. If it asks whether to generate page numbers only or the
entire table, select entire table.
