For the second, in this particular case a section break is unnecessary. On
the Layout tab of Page Setup, check the box for "Different first page." This
will create a First Page Header/Footer in addition to the primary
Header/Footer. Leave the First Page Header/Footer empty and use the Insert
Page Number button on the Header and Footer toolbar to insert a page number
in the Header/Footer. Then use the Format Page Number button to open the
dialog where you can set "Start at 0." This will result in the second page
being numbered 1.
