Sorry REM, not an MVP, but have you tried working with the Reviewing Toolbar?

Once changes are tracked, my understanding is that they are retained until
either Accepted or Rejected. That can be accomplished globally or
individually using that bar, as well as the removal of comments. My
experience has been that once this is done & Track Changes turned Off & the
file is saved, the balloons etc. no longer show up anywhere any time.

The other items on the bar (Final & Show) will hide the markup, but it is
still there.
