Default Attach Chapter numbers to Captions with different numbering style

I keep having the feeling that there must be some way to do this. After all,
in outline numbering, you can select "Legal style numbering" to have roman
numerals at Level 1 represented with arabic numerals at Level 2. You'd think
there would be some kind of switch for this, but there doesn't seem to be.

In Word, captions with chapter numbering depend on STYLEREF fields being
inserted in the text. Each STYLEREF field repeats the "current" heading
number, the way it is shown in the referenced heading. In other words, you
can't do anything to change the number format, if you want to use the
built-in caption feature.
