Instead of underline formatting, use table cells with fixed dimensions
and appropriately applied borders. See:
I'm designing a form that needs to have "fill-in-the-blanks" lines.
What is the best way to create them?

I am trying to do a form using table in microsoft word. The form
will be sent
out as a soft copy to be completed and returned. In the form,
certain cells
are underlined for the recipient to complete. However, it appears
that the
underline is soon over ride if one will to type over it. I would
like to lock
the line, thus allowing the recipient to type without overriding.
