Default how do youu lock a watermark--so it can not be taken off?

I think 'attempt to deter' might be a better description given that the
linked process requires macros which you cannot force the user to run.
There is no document that you allow someone to see that cannot be edited.
You can only make the job more tedious and thereby discourage the user - but
having seen travellers' cheques recreated on a Mac that even the original
issuers found it difficult to identify as forgeries, some users are not
easily discouraged if the rewards are high enough. PC technology has moved
on since then.

As a practical solution I would advocate creating a PDF of the document and
ensure that the watermark, if a text watermark, is written small and
repeated all over the background, which makes OCR rather more difficult. To
take this a step further you could first 'print' the document to a graphics
driver like SnagIt and then print the Graphic from SnagIt to the PDF driver.
This will prevent users from Saving the PDF as an editable Word document.

You can't lock the watermark itself, but you can prevent users from
getting access to the header where the watermark is anchored. See
