Format the unmerged cells in rows 1 and 2 as "Keep with next."

I understand the options for not breaking a row across a page. Everything
works as it should EXCEPT when I have merged cells. Assume a 3-column x
15-row table. The first column has merged cells in rows 1-3. The other two
columns' cells for rows 1-3 are not merged.
Not breaking across the page does not function properly. The merged cells
(column 1)cause a blank entry (in column 1) on the second page of the
table.
If I force a manual page break, I "lose" the Heading Rows Repeat feature.
Is
there any way to make a table with merged cells behave properly with
respect
to not breaking rows across pages?
Thanks,
