Place the insertion point in the section where you think the numbering is
restarting at one. Go to Insert | Page Numbers and and click Format. Change
to "Continue from previous section." OK out of the Page Number Format
dialog, but be sure to choose Close rather than OK in the Page Numbers
dialog so you don't insert another page number.

I have two section breaks on one page, the first piece of the page is
section three, the last piece of the page is section 4. And the next page

section 5. The footer on the first page mentioned is connected with

with section 4 and word autimatically start at 1 at the footer that does
