Page Breaks
If you're using Word's built-in heading styles to create your outline, the
problem is that Headings 1-4 are by default formatted as "Keep with next."
Word inserts a page break at the first available opportunity, that is,
wherever there's a paragraph *not* formatted as KWN. If you're going to use
the headings (and only the headings) to create an outline, remove this
property from all the top couple of levels.

Using Word 2003. Created a document in outline format, accidently inserted
a page break in the middle of the first page and can't remove it. Help
instructions tell me to select the break in Normal view then hit delete. I
can't select the break. The cursor goes above and below the break but not
on the break. When I do hit delete and change the format, as soon as I
attempt to doctor it up, it jumps back to the unwanted page break. How do
I get rid of that thing?
