Any ideas? This firm has hundreds of documents using this style sheet and
they are not legally acceptable without the proper spacing.

Hi Bob,

Go to Tools Options Compatibility and check the option "Don't use
HTML paragraph auto spacing". This rather obscurely titled option is
described at
http://support.microsoft.com/?kbid=288792.
