You can see how it's done by looking at the Legal Pleading template. The
lines are just drawing lines anchored to the header (see
http://sbarnhill.mvps.org/WordFAQs/AnchorToHeader.htm), but it's highly
unlikely that your printer will be able to print the lines all the way from
top to bottom (most desktop printers have a finite and irreducible
unprintable area top and bottom). It's more practical to buy the paper with
the line(s) preprinted.
