If the .pdf file isn't a form that can be filled out within Reader, you are
going to need third-party software to convert that .pdf file into a Word
document and many hours to learn how to create a form.
Or you can print the .pdf, fill it out by hand, scan in the completed form
and email that back.
I suspect either you misunderstood the directions for this form, or the
person sending it doesn't know what they are talking about. You might want
to verify what the sender wants you to do.
