I have the same issue When I try to remove Outlook 2003 it does not
appear in the add / remove programs folder... any suggestions?

That's the problem. You need to remove Outlook 2003, and then launch the
2007 setup program again to add Outlook 2007 (please do NOT uninstall
2007).
