Default Would like to apply "read only" NOT "recommended"

You can right click the document and go to properties and click the read-only
there, but it is just as easy for someone to unclick it. This will work for
what you want it to though

This would be used for an in-house template. The idea is to use the template
and modify as necessary, but being forced to save it as a new document so as
to save the template in original form. The .pdf version would not work in
this scenario.

I need to know how to protect a document as a "read only" - but not using the
"read only recommended" aspect on Word 2003
