I am fairly certain that I was not using tabs, but just hitting enter and it
would automatically put me into an outline format. Will creating an
outline-numbered list restore this function, and if so, how do I go about
doing that? Thanks.

you sure you weren't pressing Tab to indent? If you have created an
outline-numbered list, you can demote/promote the outline level with
Tab/Shift+Tab if you have checked the box for "Set left- and first-indent
with tabs and backspaces."
