Default Word 2007 - Default Template

You would be well advised to create a new template for use when you want a
header and footer to appear in it automatically.

Unexpected (actually not unexpected when you realise why it is happening)
things may happen with labels if you have a header or footer in the normal
template.

If you upgraded from 2003, Word should have converted your normal.dot
into its normal.dotm.
If it didn't, put your normal.dot in that directory and delete the
existing normal.dotm (while Word is closed). That should force Word to
upgrade your normal.dot
