Default Adding Section Designators to TOC Page Numbers

I am trying to create a TOC with custom formatting.

The document has a number of separate sections, such as Appendices, that have their own page numbering set off by a section designator (for instance, Appendix A pages are numbered "A-1, A-2, A-3 . . ."; Appendix B pages are "B-1, B-2, B-3 . . ."). This is handled by simply putting the page numbering in a footer and typing the section designator ("A-", "B-", "C-", etc.) before the page number code; the section designator appears on every page of that section, and the page number follows it.

But those designators should also be reflected in the TOC page numbering, to indicate, for instance, which "page 5" a certain entry appears on, since there are multiple page 5s. There doesn't seem to be a way to format the TOC to include such designators. Or is there?

I would like the TOC to look something like this:

Action Items . . . . . . . . . . . . . 3
Strategy . . . . . . . . . . . . . . . . 4
Roll-Out . . . . . . . . . . . . . . . . 5
Policies . . . . . . . . . . . . . . A-3
Procedures . . . . . . . . . . . . . A-4
Branding . . . . . . . . . . . . . . B-4
etc.

A standard TOC automatically includes the entrywords and page numbers; you can set it to include the dot leader before the page numbers, or not. But there seems to be no way to get it to include the section designators (like "A-" and "B-" above).

I know there are TOC switches ("field codes") you can use for formatting, but they mostly don't add content. There is an \s switch that will include chapter *numbers*, if the chapters are sequentially numbered and designated as such. But that's not the case here; I want arbitrary section designator codes that are not numbers and not chapter titles. There seems to be no switch for that.

Any suggestions?

Thanks.
