Default Editing restrictions - Filling in Forms & Exceptions capability

No, you can use only one kind of protection per document. If you must
choose 'Filling in forms' because the document contains form fields,
then the kind of protection that allows exceptions is not available.

However, if you put in a section break between the Table of Contents
and the rest of the document, there will be a "Select sections" link
in the Protect Document task pane. Click that link, and in the
resulting dialog uncheck the section that contains the TOC.

When you click a hyperlinked TOC entry, if the target heading or other
item is in a protected section, the cursor will jump to the nearest
form field because it can't go to protected non-field text.
