Default Protected Form - bullet button becomes disabled.

Note that Word 2007 allows you to use Quick Styles (those listed in the
Styles group on the Home tab of the ribbon) in unprotected sections of
protected documents.

So I'd suggest that you add a bulleted style to the Quick Styles list: Press
Ctrl+Alt+Shift+S. In the Styles pane, click Options. Choose to display all
styles. Click OK. In the Styles pane, locate the desired style (say List
Bullet). Right-click and choose Add to Quick Style Gallery from the context
menu.
