Default Any way to put borders on images in jpg files in PictureManager?

I do know RoboHelp :-)

What Graham is proposing is the only safe way to do it. Help is quite picky
about which HTML encoding it will allow: if you want borders in your
pictures you must include them as graphic elements (i.e. Draw them in the
picture).

Personally, I would not include borders in pictures: people capable of
reading can usually figure out where a picture ends without needing a box
:-)
