Default put 1/2 page merge on top of page, repeat at bottom to save paper

Surely two pages per sheet will put the documents side by side shrunken to
half letter/B5?

Either set the merge type to Directory/Catalog and the second record will
be merged immediately after the first (assuming there is the correct
amount of space to reproduce the document in the lower half of the page),
or leave it as a letter merge and duplicate the merge document on the
page with copy and paste, and at the start of the duplicated version add
a Next Record field.
