Word sees "Update Fields" as a change regardless of what actually happens.
If you have "Update fields" checked on the Print tab of Tools | Options,
then if you open a document and print it, when you go to close it, even
though you have not made any changes, you will be prompted to save the
document. If you look at the Undo list, you'll see "Update Fields." I am not
sure (indeed, I am not at all confident) that this is the issue with Track
Changes, but it is a hypothesis based on the experience I describe.

actually change no matter how many times it's updated. Page number

are updated whenever you print or Print Preview, but they may not
