You can do this already. Change the window color in Windows Control Panel |
Display | Appearance. I have mine set to RGB 255, 255, 225, which is very
restful.

In MS Word (and all MS Office applications) one should be allowed to

the background page color from stark white, and extended use can cause
extreme tiredness of the eyes etc. It would not influence how it would
print.
Also people with some disabilities find the colour to cause additional
difficulty in using the computer.
