If you have nothing in the header except the page number, use paragraph
alignment (right) instead of the tab. If that's not feasible, then the next
best thing is to define two header styles, one for portrait, one for
landscape, with the tab stops set appropriately, and apply the appropriate
style to each header (will require unlinking, unfortunately).
