Obviously "Keep with next" and "Page break before" aren't equivalent
options. You should use the latter if you actually want a page break before
a certain paragraph (or paragraph style). The former just makes sure that a
heading is always on the same page as its following paragraph, which might
sometimes be sufficient (depending on the needs of the document).
