Default I need to put a double line border around text AND a table.

I don't know that I *recommend* any of this, but some options a

Select the table & go to TableTable Properties. Select None under Text
Wrapping, then create a series of line breaks (Shift+Enter) at the end of
the para with the border applied to it to create enough room for the height
of the table. You may need to reposition the table accordingly.

You may also be able to use a Text Box with the para in it, apply your
border & No Fill, adjust the height. Also use the Draw buttonArrangeSend
Behind Text and stack the table on top of it.

The only other way I can think of is to draw a rectangle around the table &
para, format it with the Line style you want & set the Fill to No Fill with
In Front of Text wrapping applied to it.

Either option is going to be a hassle in the event of future revision that
causes the text to reflow.

As far as your "other lines" I can't say... you give no indication of what
kind of lines they are or how you've formatted them.
