As with prior Office editions, the creation of the localized language tools tends to be phased in over a period of several months
after the product release. Some of these will be available around the time of the retail product release of Office 2007 at the end
of January, while others will be a month or two longer.

I would expect that Arabic, as it involves a large market area, would be one of the earlier ones to be avaialable.
