The padlock button and Yes, Start Enforcing Protection buttion unavailable.
Why is this? The post that I have referenced was not resolved.

This URL doesn't take me to any particular posting; it's a LONG list. So all
we've got to go on is just what you write here. It would help to at least know
the version of word involved? And from what toolbar did you insert the
formfields?
