i use microfot office word 2003,sometimes i can't open word files from the
internet.
it ask me to select the encoding that makes my text readable but it doesn't
work for me.i appreciate any help.

Hi,

It is not a Word file. It's a PDF file, and Word can't edit those.

If you want to read it, use the free Acrobat Reader.
