Default How to fix position of headings?

Hello

I need to create a document with its headings fixed in certain places so
that the headings do not go up or down when I enter sentences. I have already
tried creating a table with headings inside in the first cell of each row.
This works, but it would be nice to know other easier ways of fixing the
position of headings. Any useful comments would be appreciated.
