Default Change case keep capitalization for abbreviations

Is there any way to change case to title case but keep abbreviations (such as

Hi ?B?bXBscw==?=,

Is there any way to change case to title case but keep abbreviations (such as
CMS) intact?

No, there's no way to customize how the change case tool works. You'd have to
program your own (write a macro).
